A serious headcanon would be that Minato can summon without use of cards or an evokers, but he does not know this currently as he never tried. Could not have done it right away either.

This is based on the fact that when he used fusion skills he doesn’t use the evoker beforehand. And while he isn’t actually summoning them, only using a skill, he could learn how to do so with time.

Though it naturally would take a lot of energy from him so would not be a normally occurring  thing.
